“Because of the extensive pre-planning and the cooperation of the weather,
what was planned to be done over a three-night period was completed in two.
Once the power outage started, there were no breaks in the work. Anyone who
happened to be up at 2:00 a.m. at the work site would have seen workmen
moving at a rapid pace but in a well-orchestrated manner. All involved knew
their assignment and moved quickly from task to task. Although John and Kevin
were clearly in charge of the work, nobody needed to be issued orders.”
